AEC Secures Over $80 Million in SCIIP Grants on Behalf of Clients

October 2023

The federal American Rescue Plan Act of 2021 (ARPA) directed Coronavirus Fiscal Recovery Funds to both state and local governments as part of a larger effort to combat the effects of the COVID-19 pandemic, to include investments in water, wastewater and stormwater infrastructure. As soon as the announcement was made, the AEC team began following the process of the allocation of the grant funding. AEC sent regular emails to our clients keeping them informed about ARPA and the NEU (Nonentitlement Unit) allocations to municipalities in South Carolina, providing fact sheets, NEU Terms and Conditions, and the final NEU allocation amounts, as well as additional helpful information.

In 2022, AEC focused on the ratification of H.4408, the ARPA Funds Appropriations Act bill, and also monitored the AccelerateSC (COVID Response & Economic Revitalization Task Force) meetings to stay apprised of how the State would utilize their federal appropriations, putting together and emailing an ARPA Funds Fact Sheets for clients to keep them informed throughout the process. AEC notified our clients of all webinars, rules and regulations, and general information regarding the $900M in SCIIP grant funds and the competitive grant process. Additionally, AEC provided regular updates to client regarding the appropriation of the additional $586M of the remaining ARPA funds. AEC remained in constant contact with the Rural Infrastructure Authority (RIA) on behalf of clients to ensure our knowledge was current for the application process.

AEC completed and submitted 16 SCIIP Grant applications for Infrastructure projects throughout the State of South Carolina. We are proud to announce that our team procured $80,668,103.00 in grant funding on behalf of our clients. Our team stayed well informed and engaged for over two years from the inception through awards to ensure our clients benefitted from this unique opportunity to improve critical services for their residents and businesses. AEC is honored to now work on the design and construction of these projects.
